To deal with the uncertain information in decision maker's mind, linguistic variables are introduced, the linguistic label set for importance comparison is built. The linguistic consistent matrix is defined, and its properties, such as the consistency with human's thinking and center-division transitivity, are studied. By using linguistic aggregation operator, the information of linguistic consistent matrix is aggregated and a result is gained. An example is presented to explain the usage and show the efficiency and correctness of the linguistic consistent matrix in decision- making.
